No it doesn't make sense to use 24 bit pix for b/w images, in fact they often look worse when translated to 24 bits and then compressed with JPEG. GIF, PICT or any other format which uses some form of run-length encoding ought to give good quality and small file size. I was talking more about photographic images than document storage.
