Hello kind sirs and madams,

I have read with interest the discussion about appropriate technology and development. Let me say up front that most of what I know about it comes from reading this list. Also the economic issues fly by somewhat high over my head. I would, however, like to pose a question about a specific technology which I have some expertise in.

Are computers and Geographic Information Systems (GIS) in particular appropriate technologies for all or any developing countries? I have worked in GIS for several years and feel that it has great potential (at least in the US) for the wise management of our lands (agricultural, urban, and natural). I understand that the infrastructure to support this technology has varying levels of reliability throughout the world. Does it make sense for NGO's and governments to make substantial contributions for the improvement of the electronic environment so that technologies like GIS can be implemented?
