Its areas of work include all aspects of institutional development: strategy development, financial restructuring, adaptation of legal frameworks, organization, human resource development, and monitoring and evaluation. For a long-term project (three years), which involves assistance to the Central Statistical Organization in Sana'a, Republic of Yemen, BMB requires the services of the following specialists: - Team leader with experience in institutional development and with a background in statistics - Training expert specialized in statistics - Demographer - National accounts specialist - Statistician specialized in financial and economic data - Legal expert specialized in development of a legal framework for a national institute for statistics.
The successful candidates will have: - A relevant university degree or its equivalent - At least five years' working experience in developing countries - The ability to diagnose problems and to communicate effectively at top level, both verbally and in writing - Fluency in English.
The team leader should have a proven experience in leading multi-disciplinary teams and at least ten years' experience in developing countries.

For a project in Vietnam BMB urgently seeks to contact specialists in insurance. The individual requirements for and characteristics of the experts are as follows:
Team leader (3 years): - A thorough knowledge of the insurance sector both at operational and institutional level - Broad knowledge and experience of European member-states insurance institutions - Knowledge of the insurance sector in S.E. Asia and Vietnam in particular - Experience of international donor agency projects in countries reforming to market-orientated economies - Proven project management experience - Ability to interface and negotiate at ministerial level.
Insurance Operations Expert (1 year) - At least 15 years experience in the European insurance industry - Broad experience of implementation of in-house training within a large insurance company - Previous experience of international donor projects in countries involved in market transition - Project experience in S.E. Asia and preferably Vietnam.
Insurance Legislation Expert (2.5 months) - High-level experience in the development of European insurance legislation - Previous international consultancy experience at ministerial-adviser level - Knowledge of the insurance sector in S.E. Asia and Vietnam in particular.
Institutional Building Expert (2.5 months) - Experience in Europe at Civil Service level (or equivalent) of the supervision and monitoring of the financial services/insurance sector - International consultancy experience in a strategic, institution-building capacity.
Institutional Training Expert (4 months) - Previous experience in public-sector training - International consultancy experience in an institution-building/training capacity.
Insurance Strategy Expert (4 months) - At least 15 years experience in the European insurance industry - Proven experience in providing strategic planning consultancy - Previous experience of international donor agency projects in the insurance sector - Project or commercial experience in S.E. Asia and preferably Vietnam.
Two Insurance Profession Trainers (6 months each) - Broad knowledge of European insurance training institutions - Previous experience of design and implementation of insurance training courses in developing countries - Previous experience of "train-the-trainer" vocational training programmes - Geographical experience in S.E. Asia and preferably Vietnam.
Management Information Systems (MIS) Expert (4 months) - Extensive knowledge of computer software and hardware - Previous experience of setting up a MIS system in the context of an international donor agency project.
