Resident Advisory and Short-term Consulting Opportunities
for Economists, Lawyers, and Policy Analysts in Ukraine

The Harvard Institute for International Development (HIID) is
preparing a response, due May 18, to a US Agency for Internation-
al Development (AID) Request for Application (RFA) calling for
Impartial Oversight and Strategic Guidance for Privatization and
Market Reform Programs in Ukraine.
The project envisages placing up to 15 long-term advisors in
Ukraine to provide impartial advice and oversight to the govern-
ment of Ukraine and to AID in developing privatization and market
reform programs. The project also envisages the creation of a
pool of short-term consultants who will support these activities.
The project is being developed in collaboration with the Project
on Economic Reform in Ukraine (PERU), Kennedy School of Govern-
ment.
Advisors are sought who have experience in some of the following
areas:
* Mass privatization: medium and large scale, small scale, cash
auctions, demonopolization;
* Capital markets development: securities clearing and settle-
ment; telecommunications systems infrastructure; securities
market monitoring; trading associations; broker/dealer and
back-office operations regulation; self-regulation; accounting;
investment funds; registrar monitoring; corporate governance;
securities and commodities markets;
* Legal and regulatory reform: civil code; commercial law; corpo-
rate law; negotiable instruments, funds transfer, and invest-
ment securities law; banking law; land law; condominium law;
mortgage law; secured transactions law; bankruptcy law; admin-
istrative law; intellectual property law; tax law; law on non-
profit organizations;
* Land privatization: farm reorganization models; land mapping
and surveying; urban and peri-urban development; land registra-
tion and titling;
* Post-privatization assistance: local privatization centers;
intensive enterprise support; financial management assistance;
business training; franchising;
* Public education;
* Project evaluation;
* Research on economic transformation;
* Project management.
Long-term advisors are expected to have five years experience,
familiarity with all aspects of privatization and market reform
programs in the NIS, and Ukrainian or Russian language skills.
