As a former project manager I think the correct figure of what actually
gets spent in the US vs. the host country is approximately 75% vs 25%
host country.  It is hard to accurately calculate as it includes
contractor's salary that are deposited in dollars in the US and then
transferred to the individual as needed to meet overseas living cost.  I
will agree that approximately 60% is actually advisor support, not all of
which come from the 75% US.
