EVALUATION OF THE SUCCESS CRITERION AND SUCCESS FACTORS FOR EXTENRAL
TECHNOLOGY TRANSFER

1- The main purpose of this study is to identify the Critical Success Factors (CSF) for transferring manufacturing technologies to developing countries. In this study, the CSF are define as the conditions and procedures that are essential for the success or the transfer process. The CSF have been identied after an exent review of the litterature in technology transfer and related areas. The manufacturing technologies are those design to help improve the production process.

2- For the purpose of this study a classification system for science and technology which takes into account the relative size of the countries, their income, their R & D intensity, their human ressources devoted to science and technology, as well as their accomplishments in tertiary level education, is used to classify the less developed countries. Soure: (ICSPS (1990) Science and technology in developing countries: Strategies for the 90's by the International Council for Science Policy Studies, Paris.)

=========================================================================== A-Those with No science and Technology Base: most african countiries, belong to this first group: Niger, Senegal, Congo etc... (NTB)

B- Those with Fundamental elements of such a Base: some african countries belong to this group: Nigeria, Morroco, Algeria etc... (FTB)

C- Those with an Established science and Technology Base: Brazil, India, South Korea, Taiwan etc... (ETB) =========================================================================== 3- The goal of this questionnaire is to ask you, according to your experience with developing countries, evaluate the pertinence of the CSF identified for each type of country using the classification of science and technology. In addtion for each type of country, we ask you to add the CSF you think are relevant. ========================================================================== 4- The CSF indicator are measured on a scale of 1 to 5, 1 being `very dissatisfied` and 5 being `very satisfied`. ========================================================================== 5- How to fill this questionnaire? For this person the use of appropriate technology is very important for countries with no science and tecbnology base, less important for countries with fundamental elements of science and technology, and neutra for countries with etablished science and technology base. (1 = very dissatisfied, 5 = very safisfied)
